    The problem there comes from the reorganization of MNRF in 2018. Ontario Parks is now part of the Ministry of Conservation, Environment and Parks. Camping on Crown land falls under the Public Lands Act, which is part of the MNRF mandate, and therefore they are legally enabled to enforce it. Camping in non-operational parks falls under the Provincial Parks and Conservation Reserves Act, which is part of the MECP mandate. MNRF doesn't have the mandate to enforce that Act.
