Savanne River revisted

I realize that this has been a topic of discussion before, but why is Savanne River open to fishing while other walleye spawning rivers are closed on April 1st? Is it just that Lac has large enough numbers of walleye to sustain a substantial harvest of spawning fish, while other rivers do not? (ie. swamp, kashabowie)
