Can I lend a non-restricted firearm and the ammunition (for the purpose of hunting), to someone that has passed their Firearms and Hunter Safety course, but is still waiting for there PAL card to arrive?

Even though your friend has passed the course, he/she hasn't been issued a PAL yet. There may be some reason why (failed the background check) they wouldn't be issued the card. If he/she is checked in the bush by a CO or OPP officer and can't produce a PAL they may have the firearm seized.
