Guest MNR Report post Posted April 1, 2013 No. Under the Fish and Wildlife Conservation Act Regulations, a commercial bait licence is required to take (harvest) or buy or sell leeches and bait fish. Worms are not considered bait fish. A fishing licence is required to harvest bait fish or leeches for personal use.
