I know that you must have your gun plugged to hold a maximum of 3 shells while hunting migratory birds. Guest MNR Report post Posted October 9, 2013 Under the Fish and Wildlife Conservation Act in Ontario, a person cannot hunt with a shotgun unless it has been permanently plugged or altered so that it cannot hold a total of more than three shells at one time in the chamber and magazine. If you're hunting (being in search of, on the trail of, lying in wait for, pursuing, chasing, shooting at) your shotgun must be plugged. This same applies to those hunting migratory birds.
