Bait Licence?

How hard is it to get a bait selling licence? Why are they licenced anyhow? and, I see that even the bait store out at Fort William Reserve is licenced. Even THEY need a licence? I thought First Nation land was federal land, how could the MNR require them to have a licence?

Recreational angling is a popular pastime in Ontario - well over one million residents and visitors enjoy angling every year. Angling supports many aspects of the Ontario economy, including the baitfish industry. Many anglers use live bait, including baitfishes. Few anglers probably realize that there are over 65 species of legal baitfishes in Ontario. Baitfish are a natural resource owned by the people of Ontario and managed by the Province.

The commercial baitfish industry, comprised of over 2,000 harvesters and dealers licenced by the province, is represented by a professional organization called the Bait Association of Ontario. This industry is closely regulated by the province by means of licences, legal species lists, daily log books, annual reporting and facility standards. In addition, harvesting takes place in prescribed geographic areas, and is based on principles intended to protect baitfishes and their habitat into the future. For example, ccurrently there are regulations in place to prevent the spread of invasive species and Viral hemorrhagic septicemia (VHS).

Commercial Dealers licences (issued to retailers who sell baitfish to the general public) are available to anyone. There is an application process and the annual fees are $148.60. There are monthly and annual reporting requirements.

Tourist operators are able to sell baitfish to their registered guests only with a Tourist Bait Dealer’s Licence which currently costs $29.72 annually
