i have a 1990 70 hp evenrude it boggs down at 3900 rpm , it doesnt happepen all the time only 3 out 15 times i use it . and if i let it sit with the motore off for 10 mins i can start it up i it will work perfect compression is excellent spark plugs are clean any help would be great .thanks

Good place to start checking, Check the ignition packs for blisters and small cracks on the back side. The sealing agent will start breaking down after a few years, and moisture will start to seep into the components. If its minor cracking a blow dryer will evaporate the accumulated moisture, but if there is blistering, it time to replace them. .
