Under the strict letter of the law, depositing any material on Crown land can be considered littering and a violation under the Public Lands Act. Having said that, there are exceptions made which are listed under the MNR’s “Free Use Policy”. Commercial bear bait stations for example are listed here.

Generally speaking, depositing biodegradable material on Crown Land (or ice over Crown land) that can be scavenged by wildlife would not be considered littering. The amount and type of material deposited may be of concern. There is a little known piece of legislation called the “Dead Animal Disposal Act” that requires the owner of a dead animal (horse, goat, sheep, swine or cattle) to dispose of it by either burying it with a covering of at least two feet of earth or by using the services of a person licensed as a collector under the Act.

You may not let the flesh of any harvested game wildlife which is suitable for food to be destroyed, spoiled or abandoned, so you could not use items meeting this description as bait.
