He didn't run over them I'm sure, he wouldn't have had time unless they were frozen into the ice. Did he shoot them? Maybe they all died from something else? Many things could have killed them, including the cold. They were in a waste water treatment outflow, maybe they died from extended exposure to some for of bacteria?

Looks to me that someone wanted to lay blame and since there was a SINGLE snowmobile track, that's where the blame was tacked.

Just my opinion of course.

I believe in Wisconsin that waterfowl are not only protected under state laws but also under federal Migratory Laws and this will be investigated thoroughly and if they find someone did do this deed and they are caught, well just say you wouldn't want to be in their shoes when the punishment is handed out.
