Hunting out of treaty?

Just curious what the charge is if I have shot a moose out of my treaty? Whats the fine? What happens to the animal? I've tried to ask permission from Chief whitehead from Lac de Mille Lacs but he never called me back. I gonna try once more then I dont know what to do. My relatives are telling me to just hunt where ever. I have a cousin that lives in BC and has never got a small game license or big game tag, and has shot many a deer and birdies. His treaty is in Ontario (Robinson Superior Treaty). Just asking a question I was wondering what happens?
