The requirement for a Pleasure Craft Operators certificate is in the Competency Regulation under the Canada Shipping Act and is mandated to the Ontario Provincial Police and RCMP to enforce. Even though you may not be asked by a Conservation Officer to produce this document, keep in mind it is a legal requirement and you can be asked by the OPP and other enforcement agencies having jurisdiction.

The Ministry of Natural Resources Conservation Officers have the authority to enforce the Small Vessel Regulations. While on the water you can be asked by Conservation Officers to provide proof that you have all the required safety gear onboard your vessel. Items would include, but are not limited to Personal Flotation Devices (PFD’s), paddles, buoyant throw rope, sound signalling device, bailing apparatus etc.

Safety requirements are based on the size of vessel being operated. To ensure you have all the necessary equipment please refer to the Small Vessels Regulations which can be found on Transport Canada’s web site
