hunting with scents

Hey i was just wondering if useing horse urine instead of the store bought moose, was illeagal as well. I found a place that sells it and heard that it is supposed to work. could you let me know if you are able to use this type of scent.

The new regulation applies to using attractrants from members of the moose and deer family (deer, moose, caribou, elk). It does not restrict the use of mare's urine.
